Other banks' leverage ratios are at 6%.
According to Moody's, capital buffers are generally higher on moderating growth in risk-weighted assets and there are more stringent regulatory requirements in some countries.
"We expect that capital buffers will continue to increase in 2017 in many banking systems. Banks’ leverage ratios generally at good level – above 6%. Indian and Sri Lankan public-sector banks, and Vietnamese banks remain negative outliers because of weak capital buffers," says Moody's.
